Would it be possible for update badges on the links to 'discuss' and 'forums' and 'comments on captions' be displayed for, say, at least 12 hours? I'm thinking of James' comments posted on the forum at 12:20AM and any other captioneers across the world whose comments could easily be missed unless we make a special point of visiting 'discuss'.

The update badges should accumulate between your visits to the site, and I don’t believe they expire after 12 hours (or less). I can look into the exact details if you’re seeing otherwise?
I never seem to see any gold buttons on the Forum link in Discuss. This means that unless I remember to open that link specifically - as I have done today - I can miss all kinds of discussions. It must be two weeks since I last visited the Forum, but if the gold button had appeared whenever appropriate I would not have been (IMO) too late to add to some of the discussions.
